Based on Google Translate Joki Skripsi was Thesis Jockey, which means someone who is paid to do someone's thesis. 

In Indonesia, many paid services that offer to do a task related to academics-scholing things start from making daily homework, powerpoint for presentations, online exams, a paper, a thesis, and even a dissertation. 

It even begins at the level of kindergarten, elementary, Junior High, Senior High, until the college level task. So basically you could easily through the Indonesian educational system if you have a lot of money. 

Even some cases of jockey were associated and come from the educational institution itself. This makes a lot of people who only buy their degree/title without actually doing its process.
